- Aquarion is currently regulated by PURA, the state agency that reviews and approves rates, monitors service quality, and provides an independent process for resolving customer complaints.
- Under RWA ownership, Aquarion would no longer be subject to PURA’s jurisdiction, and customers would lose this independent oversight and dispute resolution process.

- The proposed governing structure would give RWA six seats and Aquarion towns five seats on the management board, leaving Aquarion customers in the minority despite representing a larger customer base.
- This means decisions about rates, infrastructure investment, and service for Aquarion customers would be made by a board controlled by New Haven-based RWA.
- A 59-person Representative Policy Board also will be making decisions for Aquarion customers. Under this additional layer of bureaucracy, votes are based on population, meaning 30 Aquarion towns will have ZERO input on issues impacting their water.
